Motion to Unify Solar Bond Campaign Committee with Ecosocialism Association

Whereas: The Solar Bond Campaign Committee has faced both internal and external challenges. These have included low and fluctuating committee capacity, difficulty regularly generating engaging tasks to delegate, short timelines for getting bonds on the ballot, national-level pressures inhibiting the buildout of solar power, and local government financial difficulties.

Whereas: The Solar Bond Campaign Committee has also built relationships with coalition partners, public school teacher unions, and elected representatives, and sees a long term path for TDSA to continue to constructively support the solarization of public buildings.

Whereas: The Solar Bond Campaign Committee has five elected leaders but a relatively small base of actively participating members.

Whereas: The Ecosocialism Association has three elected leaders and also has a relatively small base of actively participating members.

Whereas: In practice, the Ecosocialism Association and Solar Bond Campaign Committee have worked closely together in a spirit of comradely cooperation.

Whereas: Continuing some of the work of the Solar Bond Campaign as a “project” or team within the Ecosocialism Association, will improve our organizing capabilities in several relevant ways.
First, it will focus and consolidate our limited capacity into a single body rather than splitting it between two.
Second, it will put the resulting body into a more flexible structural pose by reorganizing it as a set of aligned “projects” (these are currently referred to as “teams” in the 2026 Ecosocialism Association Charter), where members may freely participate in one or more projects or work to create their own. This should also provide more space for highly motivated new members to take initiative on a project of particular interest to them.
Third, it is hoped that the coexistence of multiple projects will regularly generate engaging tasks relating to a broader range of struggles, rather than focusing primarily on efforts associated with the Solar Bond Campaign.

Resolved: Solar Bond Campaign Committee recommends that the chapter dissolve the Solar Bond Campaign Committee, and that in its stead, work related to solarizing public buildings continue within Ecosocialism Association as a project also known as a team called the “Public Solar Project”.

Resolved: Solar Bond Campaign Committee recommends the formation of a team or project within Ecosocialism Association called “Public Solar Project” that is tasked with continuing the work that the Solar Bond Campaign Committee started as defined in its original charter, its renewed charter, and its internally passed motions. The Public Solar Project will also be responsible for continuing to facilitate Triangle Solar Energy Coalition meetings.

Resolved: Current and former leadership of the Solar Bond Campaign Committee will write a retrospective with lessons learned from our campaign. Members of the Solar Bond Campaign Committee are welcome and encouraged to contribute to this report. This report may include multiple conflicting narratives with the goal of including the various perspectives that are present, rather than attempting to achieve a consensus statement or a majority approved statement. This report will be shared with the Steering Committee and with the chapter in general.

Resolved: To enable a smooth transition, Solar Bond Campaign leadership will retain data access for 30 days. Specifically 1) SBCC google drive folder 2) TSEC google drive folder 3) SBCC leadership google drive folder 4) SBCC gmail account 5) SBCC cryptpad team. Prior to the end of this 30 day interim period Solar Bond Campaign leadership will ensure that the above listed data, login access, and shared folders are transferred in good order to Ecosocialism Association leadership.

List Work: Solar Bond Campaign Committee list work documents will be transferred to the Ecosocialism Association cryptpad folder.

Google Drive Folders: Solar Bond Campaign Committee google drive folder will be transferred into the Ecosocialism Association folder within 30 days of this motion passing, with attention to ensure the sharing privileges on these documents are preserved (in the case of public facing documents and chapter resource documents) or are updated appropriately (in the case of private documents that are sensitive and not public facing in nature). Within 60 days of this motion passing, the Solar Bond Campaign Committee google drive folder should be audited and updated to reflect the current state of the project.

Resolved: Solar Bond Campaign Committee recommends that Ecosocialism Association hold special elections to create and elect any new positions within the Ecosocialism Association necessary or desirable as a result of this reorganization such as additional secretary positions or additional membership coordinator positions.

Resolved: Solar Bond Campaign Committee recommends that the Ecosocialism Association vote on a revised meeting structure and cadence.
